THE FUTURE OF TERRORISM A political step, that, if taken could have a positive effect against the Global War on Terrorism is to arrive collectively at a universal definition of terrorism. For the groups and governments that see terrorism as a legal issue and interpret it as such, see terrorism as terrorism only if it is illegal and has broken a law. Most governments interpret terrorism as a legal issue and therefore, depending on which government is doing the interpreting, an act may be terrorism or may, by that government’s interpretation be a strategically political violent move by that government. Some groups or governments see a violent act as terrorism if the act was not morally justified and not necessary to the cause or causes of a group of governments. For example, the Palestinian Liberation Organization sees it as morally justified and necessary to commit terrorist acts...
